The board may operate the services to be operated by itself or according to the need, by granting a license to the service provider or entering into an agreement with him. But the board formed according to section 7 will operate the service only through the service provider.
(2) According to sub-section (1), the board may prescribe necessary conditions while granting a license to a service provider or entering into an agreement with him.
(3) The conditions to be followed by the service provider shall be as mentioned in the permit or contract.
(4) The format of the permit and the matters to be mentioned in the agreement shall be as specified.
